It's kind of a trek. If you are at the toilmaster facing away from foreign quarter, jump in the water to the left and swim along the base of the city. Eventually there will be land with some deepgulp goblins and a bridge, go past this and off in the distance there will be a guard tower on the far wall, this will be surrounded by failed experiments and deep gnome researchers.
I don't know if these deep gnome researchers (con yellow at 10) drop pages because i didn't try to kill them.
If you go up the ramp at this location and left, there will be another ramp on your right. At the top of this ramp there are more goblins, but more importantly A Spirals Researchers. These researchers 100% drop pages.
You will need a mostly full group if you try to do it at 5-7, and you will need at least a duo to do this at 10 unless you are very creative in how you pull them. Drop rate is bad, did 45 mins there with a group and saw 1 page.
