Human illusion works. However there are some isolated NPCs ho seem not to belong to any faction who fall through the raster and still KOS you. But all the Major NH factions are non KOS.
Spoiler alert: If you area DE and you want to sell in NH and you are not an enchanter who can illusion. Go to the Tallon Quatermaster. The Tallon faction is indifferent to agnostic DE, so probably uneasy to evil god. Either NWC team forgot to add them to the hate DE list or they intended the tallon to be fully ignorant to them.
