Curious if we have any confirmation around whether dexterity affects the proc rate of Celestial Strike.
I know that it is understood that dexterity affects proc rates in general, however, on the WIKI Celestial Strike is shown to have a 15% proc rate (disclaimer, I'm not sure whether the information on this wiki is official information from M&M devs, or unofficial information gathered by players from in-game testing, etc.).
If the proc rate on Celestial Strike is confirmed to be 15% though, I'm wondering if we know whether an increase in dexterity has any bearing on this, or, if the proc rate is always 15% regardless of a character's dexterity rating.
