What you list as the "strengths" of bard as a puller don't really matter much in difficult content like FW by your own admission, what matters in such areas is ability to not pull the whole room. Surely you can see how someone who chooses the class for that style of play may feel dissatisfied that they are a class meant to pull who excels only in things which aren't really needed in the most difficult content? Also given they now have the best lull I find the assumption bards are meant to be unreliable at splitting camps questionable.
And again I'm not aiming for something that means bards can always "lull out singles in the largest camps." To begin with that statement is out of touch with how bard lull works. 18s duration means you're generally not going to be lulling more than maybe 4 enemies with any degree of safety(any more and your pull isnt far enough away when lulls start expiring before the pull is far enough away). Bards are not going to be solo pulling camps bigger than 5 even if everything goes their way and nothing fails or expires early.
Which is all fine because the goal should be for a bard to reliably pull less adds than a non-puller class would, especially in the catastrophic cases not to for them to pull one enemy every time.
Also on the topic of a memblur I'm not convinced the scenario you describe of running in circles dropping enemies one a time even makes much sense in most cases. If a bard has the room to safely run enemies in circles(and not too many have mechanics that make that inpractical) they neither need nor want to be deaggroing enemies, easier to just keep circling and mezzing enemies that are hard to run from and let your group peel enemies off you at their leisure. The only times they really need a tool like this for is cases like FW.
And frankly there are levers to do that. A memblur/lull stapled together could easily be a long cooldown shout. Group isn't going to wait 5-10 minutes waiting for you to blur off adds assuming there's even room to run in circles anyway.
Or if it were instead a song the more I think about it a memblur song with no lull attached would be far from useless as you dismiss and in fact likely enough. A pure memblur song would make blurring off a target take 6s(lull song followed by blur song) assuming no resists. Heck make it have a high mana cost and/or have a short cooldown too to prevent spamming, there are plenty of ways to gate how often it's used.
Well there are certainly are other ways to fill the gap- honestly I don't hate the idea one of the other posters in this thread had off a cd ability that guarantees the next lull lands. An AoE CC song could at least give bards more play to mitigate pulling the whole room and buy time to cast mezzes- their PBAE fear from EQ immediately comes to mind and would add interesting risk/reward as a carelessly applied AoE fear could quickly make the situation much much worse. A more generous PBAE snare radius certainly wouldn't hurt.
And at the very least I think we can agree tinkering with the lull/placate crit fail formula could go a long way since if I recall you suggested as much previously.
