Preface/Disclaimer: I'm writing this up a couple days after getting through the quests, the day after the beta server was shutdown - so I'm running off of memory. The second portion of the quest is a little off on the timing as of this writing but hopefully will be addressed at or during EA. Big thanks to everyone posting here collaborating their findings to sort this one out, as it wasn't always obvious what the next steps or mud commands should be. Part 1 you can do as soon as you create your character, part 2 you must be level 5 to advance, and part 3 'should' be a lvl 8 requirement, but I can't confirm as I used a level 11 rogue to do this portion, so bear that in mind.
Spoilers ahead!
Part 1 - level 1:
Read your newbie note - it gives basic directions to the rogue guild and the name of the NPC who wants to read it.
Turn in the note, she'll give you instructions to go to the bathhouse (bottom floor of the citadel, enter from the south side and go down). Once you enter the bath house, stand in the first cubby to the left of the dwarf NPC (your left facing into the bath house). You should see a bag and some other greebles in there... use the following mud commands:
/look
/inspect sack
/take trousers
Return to the Rogue GM and hand her the trousers, congrats on your new britches!

Part 2 - level 5:
Once you're at least level 5, tell the rogue GM "I am ready for more"
She'll give you a sketch of Lady Valhassen's necklace and ask that you steal it for her, giving some clues that you should listen to the gossip of people in the theater in the basement of the tailorshop.
Head to the tailorshop on the top floor of the citadel, enter and go downstairs to the theater. if you hang out for a bit you'll see a lot of gossip, but the bartender ends up mentioning valhassen's tailor getting fired and spends all his time getting drunk. If you hail the bartender and ask about valhassen, he'll tell you the old tailor's name (Girardi) and mentions he's always at The High Note getting drunk.
Go to The High Note (just outside the tailor shop, it's the large high ceiling fancy bar on the top of the citadel) and hail a miserable drunk. Ask him if he is Girardi. give him the drawing of the necklace. He'll give you 'a drawing of lady valhassen's room' and mentions that she always comes home in the morning, dismisses her guard, and places her necklace in the lockbox on the bookshelf before stepping out on the balcony for a drink before bed.
go back into the tailorshop and now head upstairs into her room. She will spawn just outside the door at 7am, dismiss the guard and come in to the room. path to the book case, then path out onto the balcony.
Note: the timing for the mud command to /take is only available for a short window, and during beta this timing was not sync'd up properly with the scripted NPC movements. Hopefully this gets sorted prior to EA but if not, you may have to wait for the guard to return and for her to path into and back onto the balcony again before returning a second time. I never got aggro from her or the guard, standing unstealthed and repeatedly typing /inspect lockbox /take necklace till it worked. There was also another rogue there standing next to me and we both were able to get the update at the same time (so it isn't a 'limited spawn')
at the bookcase:
/look
/inspect lockbox
/take necklace
Head back to the GM and hand her the necklace. Congrats on your new shirt!

Part 3 - lvl 8
At level 8, tell the GM 'I am strong enough'
She will give you the necklace back and tells you to sell it, throw it into the harbor or whatever - she doesn't care... but then suggests that it be sacrificed to the god of theives at the altar down the hall, explaining a bit about the god and how the offering should be mixed with your own blood.
If you're facing the GM, look to your right and you'll see a stack of crates - they're slightly obscuring the hallway behind them. go back there and you'll see an altar at the back of that room:
/look
/inspect altar
/place altar (with the necklace on your cursor)
Go back to the GM and tell her about your vision and mention the name given (it's the name of the barkeep, it'll be in your mud chat tab after the above steps)
Head to the tavern on the east side of the harbor on the north end of the buildings where the pirates are hanging out, enter and hail the bartender, mention pirates. For me this seemed to start a scripted event and the pirates and tavern patrons all started fighting - if this fight isn't happening and you go upstairs, you'll likely be faced with a room full of aggro red con pirates (were all red at lvl 11) and won't be able to proceed.
While that fight is going on, dip outside and go to the north side of that building, and head inside/upstairs (several pirates just outside the door, not aggressive). there's one pirate lookout standing by a door to the right (once you've gone upstairs) and will warn you not to go further (even if you're in stealth) that his friends beyond won't extend the same courtesy. peek in, but both rooms beyond 'should' be empty at this point.. slink into the second room and find the chest on the floor:
/look
/inspect chest
/take dagger
As soon as you enter /take dagger, this will trigger multiple red con aggressive pirates to spawn and they'll attack you - I suggest hitting sprint and running like hell without even stopping to look once you've run that last mud command, and the corpses of other rogues littered about the upstairs should help motivate your feets 😉
If you're lvl 12 and have VoS, you can simply drop aggro with that and GTFO, I just kept a good lead on them and trained to a guard - once they died I did get a faction update + for The Lanternless (UD Rogue guild faction)
