Kinship Bat seems worthless

I just hit level 30 and cast Kinship: Bat for 80 mana and it did a total of 15 damage. Is this correct? Is there something else to this spell I am missing? If not then this is a waste of a spell slot.

I thought the bats were supposed to cause a blindness debuff.
