This decision effectively removes the ability to raise enchanting as a profession. On average enchantments take about 4 dust and often at least 1 gem each. On average a frond or crystalized magic gives you 4 dust. Fronds and crystalized magic are rare drops off the nodes of OTHER professions. So essentially you have just made it so that if anyone wants to do any form of enchanting, they have to have the following:
Be super rich to buy magic items
Be high level so you can solo camp low dungeons for magic items (you will see a FLOOD of this)
Have tons of time to pick up mining or herbalism and spend hours doing that to get maybe 10 frond/crystalized magic (that is on avg 40 dust, an with failures you are looking at maybe 4 points raised in the skill and at most 10 enchants total out of hours of work on an entirely different profession just to progress)
I know you are trying for balance, but unless you add random magic drops to the game, severely increase the rate of frond/crystalized magic, or reduce the amount of dust required for enchants to 1, all you have effectively done is forced the high level people to flood low level dungeons and camp magic items to progress.
