the early game experience is great, you'll have plenty of resources to spare for debuffing + dotting in the early game with little to no downtime on your behalf. rebuffing is rebuffing, i don't mind 35m buff timers but that's going to be different depending on who you ask.
so long as your group is pulling safely and controlling adds you'll have a blast, the only time things get iffy is when you've gotta commit resource to direct healing spells to catch up on bad pulls, or when loose caster/range adds start pelting you while you have the pact of consume debuff.
overall i've given quite a bit of feedback regarding shaman changes and pact of consume specifically, but i've got nothing but good things to say about the early game grouping experience, even with the hefty penalty applied by pact of consume, you very rarely pay the price in low level groups.
e: you will feel a lull/power disparity into the mid 40s, and notice clerics specifically having a much easier time moving health bars than you will, but that's to be expected.
