'blessing of devotion' secondary +max hp & reactive low life heal procs do not scale from wisdom, they only heal stated tooltip damage (e.g. level 36 variant only heals for 263 hp exactly as tooltip value. costs 1.5 silver per single target cast conumsing x2 reagant for one use). otherwise lasts for 40m (not even 1h?) and gives +100 hp until proc removes buff.
it did not (SLOWLY!) proc until i was 56/1110 life, so is that a 5% life threshold? tooltip doesn't tell us.

if i was not testing against vastly lower level monsters (next to a zoneline to boot) i dont even know if would have actually even procced against even or higher level content before i would just be dead
i actually sat at that life for like a full second before the heal came. too long at that level of life versus multiple targets etc IMO.
oh and it has a target minimum level caps, so you can't even flyby cast it on lowbies (which costs you money).
imagine if druid/shaman had to pay to hp regen a target? and it randomly stops working when useful. and you have to down rank to even use it?
to feel like this spells has "value" as a "unique" cleric "utility", i'd want to cast it on everyone every 40 minutes or more and that would cost me 9 silver per rotation? for this level of impact and upkeep? keeping a stack of x100 reagents costing 75 silver for x50 single target uses in conjuction with it being used for the luxury of a group hp buff too? (oh will shaman/druid need to pay to cast their group sow or berserk soon too?)
now an easy "win" would be if it was a group cast and group heal proc on the threshold rather than single target cast but even then... and have it trigger either/and a hp barrier or inhibit pain buff on activation
all around, i don't like this spell's impact/upkeep or it's coin cost to cast in combo with it's mana cost too.

block chances seems very low / low impact in practise
with the +100 block buff
i saw two block procs versus over about 120 incoming HITS. and it only blocked about 30% of a blow's damage when it did proc (vastly less than random damage variance differences)
the patch note about how a shield impacts your blocking doesn't make sense to player facing knowledge
Block skill damage reduction is now based on the relative quality of the shield to the Attacker's level, not the Defender's
what is "quality" of a shield item mean, mechanically, in a way a player can understand? AC value? the level monster the shield dropped from? physical material in the name (what about named examples that lack that?) buckler? kite? tower?
in addition can confirm the 'wrath' or 'piety' effects can also proc on casting your 'prayer of the faithful' buff as well as 'holy strike'.
